Define the level of consumption required by users in vulnerable socioeconomic conditions in strata 1 and 2, considering the climatic conditions of the areas in which they live and good practices for efficient energy consumption.

• Review the methodology, criteria, assumptions and associated information and update the Basic Consumption of Subsistence, CBS; according to related studies. 
• Define the criteria, assumptions and information for the definition of the level of indispensable electricity consumption required by users in vulnerable socioeconomic conditions of strata 1 and 2, considering energy efficiency, socioeconomic and climatic conditions in which they live; aligned with the updated CBS. 
• Estimate the level of indispensable consumption of electricity required by users in vulnerable socioeconomic conditions of strata 1 and 2, considering energy efficiency criteria, climatic conditions of the areas where they live and a cost-benefit analysis of its application.
